The implementation of the Safety, Equality, and Regulatory Understanding (SERU) requirement took effect on October 1, 2021, impacting both new applicants and those seeking to renew their PHV driver license.

The SERU requirement encompasses the following aspects:

a) The responsibilities of drivers as outlined in the PHV (London) Act 1998, including the associated regulations and pertinent obligations under the Equality Act 2010.

b) Adherence to the policies and guidelines issued by Transport for London (TfL) or other relevant entities pertaining to PHV drivers in London.

c) Recognition of the specific needs of passengers with protected characteristics under the Equality Act 2010.

d) Ensuring the protection of children and vulnerable adults from harm and abuse.

e) Prioritizing passenger and driver safety.

f) Promoting road and vehicle safety.

Preparing for Your Assessment

The assessment of SERU is based on the information presented in the PHV Driver’s Handbook. It is essential for applicants to thoroughly read and familiarize themselves with the Handbook before undertaking the assessment. To assist applicants in preparing for the SERU assessment, an online assessment guide has been developed.

The online assessment guide comprehensively covers each section of the Handbook, providing detailed information and a Knowledge Check at the end of each section. With over 36 knowledge check questions, the guide also includes a section that walks candidates through the entire assessment process, complete with screenshots from the assessment center. This ensures that candidates are well-prepared and aware of what to expect on the day of the assessment.

The SERU assessment is conducted in a computer-based format by TfL staff at TfL offices. It consists of multiple-choice questions and sentence completion exercises.
